The Harpy Feather Cloak - The melee haste on the cloak has been reduced by 5%. The parry skill bonus has been increased by 1.

the primary ability (level 5) on that cloak is called Disarm. You use the charge on yourself and you get an offensive proc that causes your target, when it goes off, to "drop" their weapon for 6 seconds, making them unable to melee. The charge lasts for 10 minutes, usable every 15.    Nov 15

Level 5 ability:  It just works like a stun, but you can still move and cast (just not melee). There is no immunity and it procs fairly often (usually have it proc twice in a duel). It does nothing in PvE.  Jan 13

Leveling the Artifact:

You can also earn xp of daos in the styggia delta. I have killed many of them and have got xp for the cloak from them.  Feb 20

aside from the jinni locations already mentioned, the tidal-weaver maerids in the river in Stygia also work for leveling it. They are easily soloable oj/red cons (read: casters) and are rarely killed so give good camp bonus. Plus they pop relatively quickly.
Downside: you have to swim from camp to camp, and each camp yields only about 4 of them.  Dec 3

If the Golden Spear encounter is not up, the Golden Oasis (60,30 in Stygian Delta) has a nice supply of orange/red janns.    Nov 29

I almost got it to level 2 farming the windswept jannis, daos, etc... on the other side of the river from Haven of Stygia near the tomb where Chisisi spawns. It took about 2 hours to get it to level 1, which is about what I expected.    Nov 20

The best place to lvl that cloak, hands down is in the river in Stygia. The jinns in the river nuke rarely and will root then melee you. But the XP on them are up to 58k. A heck aot better then anything else there. The only danger in hunting in the river is the grape/red crocs that will jump you from the side of the river. Other then that its fairly easy sailing.  Jan 1

Strategy:

Aedargy Harpies are at 18.5k 27.7k Notos   - Ezreld
It's soloable if done carefully, however I'd bring 1 or 2 buddies to help you just in case. Just keep killing the Aedargy harpies until you see the broadcast message telling you he drop the Harpy Feather Cloak.

Note: be quick to pick up the cloak, because the other Aedargies from the other towers will fly in and try to snatch it. If they do, you'll have to chase them down and do it all over again.     Nov 14

I just got my Harpy's Feather Cloak at the tower located at 13.5, 30.1 from an aerdarge harpy.  I was pulling harpys from the ledge near the top with my bow as they peeked over the rim.  I didn't have to pick it up, it just appeared in my backpack with the following message, "You get a Harpy Feather Cloak and put it in your backpack."
I got agro from the second aerdarge harpy that was on top, which had never happened before, and then when I scanned up I saw the message and hoofed it out of there.  I'd been killing off the harpy's from all of the tower tops, so I only got the one agro.  I leapt into the water and fought with the harpy as I continued to move backwards away from the tower.  Eventually the harpy turned around and went back to its roost at 50% or so health.
There's a problem with the towers for drops.  If the harpy is flying over the edge, the bag will appear to be at the bottom of the tower.  If you go down to where the bag is, you'll get a message that you are too far to loot.  You just need to click on the loot from the spot you killed the harpy and you'll be able to loot it.   Dec 31

The Harpy Feather Cloak is soloable.  Pull adds singly around the spires and then pull each of the aedargy harpies one by one into the water.  I got the cloak on top of a spire but not sure if that is a requirement for artifact.   Dec 1

Tips:

I got this cloak, on top of the stone towers in the water (Mobs are Harpy's) , just south of the hammerhead sharks spot for ML8.  When you kill the first Mob, the cloak drops, one of the mobs after dieing steals the cloak again (in ghost form), flies away to the next tower...  Jump to the water, go over to the other tower, climb up and kill second mob and cloak will drop again..

I was on the tower at 18.5k 27.7k Notos fighting a solo when it (cloak) dropped.
The cloak dropped from the aedargie at the top of the spire at 18.5 27.7 for me. You have to climb the spire, all the aedargies hang out at the nest up there.
Try the other spires around there. That's the loc i found mine, but there are other aedargies around.    Nov 15

As far as the Aerdarge Harpies not being there indicates that someone was there jusr before you were. I see spawn times in excess of two hours for them at times.    Nov 15

The two times I've seen the cloak drop were both atop the spires. Not sure if that has anything to do with it   Nov 17
